South Sudan: Conclusion and Recommendations

This report provides a scenario-based analysis of South Sudan's development trajectory from 2023 to 2043, comparing a 'Current Path' baseline with a 'Combined' scenario of integrated reforms across governance, education, health, agriculture, and infrastructure.

• The 'Current Path' baseline predicts only gradual improvements in living standards and slow gains in health and education. Under this trajectory, poverty is expected to remain widespread, employment will continue to be dominated by informality, and energy access will be limited by inadequate infrastructure and high costs.
• A 'Combined' scenario of coordinated investments and reforms offers a more transformative pathway characterized by faster rising living standards and sharper declines in poverty and inequality. This scenario envisions a diversified economy with increased productivity in agriculture and a larger manufacturing sector to create jobs outside of the oil industry, though it notes that faster growth may increase environmental pressures and emissions.
• To achieve the transformative development of the Combined scenario, the report recommends several strategic priorities: diversifying the economy beyond oil through agro-processing and light manufacturing; leveraging the AfCFTA for regional market access; investing in TVET and primary healthcare; and scaling solar energy solutions including mini-grids.
• The report emphasizes the need for systemic improvements in governance and climate resilience. Recommendations include strengthening tax administration to improve domestic revenue mobilisation, curbing illicit financial flows, and embedding disaster risk management into planning to address South Sudan's vulnerability to droughts, floods, and rainfall variability.
