This white paper by the Climate Policy Initiative argues that strengthening environmental command and control—specifically through technological monitoring and law enforcement—is essential for Brazil to combat illegal deforestation, protect its native vegetation, and maintain its international agribusiness competitiveness.

The 2017 Shadow Report, compiled by the South African History Archive (SAHA) for the Access to Information Network (ATIN), evaluates compliance with the Promotion of Access to Information Act, 2000 (PAIA) between 1 August 2016 and 31 July 2017. Based on 408 requests, the report finds widespread non-compliance by public bodies, particularly regarding statutory timeframes and the high rate of deemed refusals. It highlights systemic issues such as the misuse of request transfers, inadequate reasons for refusal, and the lack of transparency in state surveillance and environmental reporting.

The National Environmental Compliance and Enforcement Report 2015/16, published by the Department of Environmental Affairs (DEA), provides a comprehensive overview of environmental law enforcement activities in South Africa. It details the capacity of the Environmental Management Inspectorate (EMI), national compliance statistics, provincial performance, and specific case studies regarding industrial pollution and biodiversity crimes, particularly rhino poaching.

This research paper evaluates the effectiveness of the Brazilian government's 'Priority Municipalities' (MPs) policy, implemented in 2008 to combat illegal deforestation in the Amazon. The authors find that blacklisting municipalities significantly reduced deforestation, primarily through intensified monitoring and law enforcement rather than economic sanctions. Crucially, the study concludes that this reduction in deforestation did not negatively impact agricultural production or credit concessions in the affected areas.
