This policy brief from the Stockholm Environment Institute recommends that the G20 promote the use of participatory and transdisciplinary approaches to help cities and subnational governments, especially water resource management actors, develop and implement climate adaptation plans and governance agreements to enhance urban resilience and water security.

The SEI Urban Toolbox for Liveable Cities is a co-designed, living digital resource hosted on the weADAPT platform. It aggregates methodologies, frameworks, and applications developed by Stockholm Environment Institute (SEI) researchers to help city officials, residents, and community groups implement more inclusive, resilient, and sustainable urban planning and governance.

This case study examines the Public Private People Partnerships for Climate Compatible Development (4PCCD) project (2011-2013), which used a participatory planning methodology to address climate change in the Chamanculo C neighborhood of Maputo, Mozambique. The project aimed to integrate local perspectives into municipal planning, resulting in the creation of a Community Plan for Climate Change Adaptation and the establishment of a Climate Planning Committee (CPC) to lead local action.

This case study examines the participatory management of the Samori forest in the commune of Baye, Mali, analyzing the intersection of NGO-led community initiatives, state administration, and the process of democratic decentralization. The author argues that despite the presence of participatory structures, a true democratic decentralization has not occurred because power and decision-making authority remain concentrated with the state and the facilitating NGO, rather than being transferred to representative local institutions.
