Using participatory processes to create and implement local climate change adaptation plans for urban resilience and water security | SEI

This policy brief from the Stockholm Environment Institute recommends that the G20 promote the use of participatory and transdisciplinary approaches to help cities and subnational governments, especially water resource management actors, develop and implement climate adaptation plans and governance agreements to enhance urban resilience and water security.

• The brief argues that the G20 should encourage cities, subnational governments, and water resource management actors to utilize participatory approaches involving diverse stakeholders and expertise to create climate adaptation plans and governance agreements. Such methods are seen as a way to build long-term public commitment, define shared local governance responsibilities, increase community involvement, and include marginalized groups in decision-making processes.
• While National Adaptation Plans (NAPs) have assisted countries in identifying needs and strategies, the document asserts that the involvement of local actors is critical for implementing the comprehensive changes required for global resilience, particularly to protect water resources and fast-growing urban areas in the Global South from extreme weather events.
• The use of transdisciplinary and participatory approaches is identified as a means to advance global agendas, including the 2030 Agenda for Sustainable Development and the New Urban Agenda. Specifically, these processes have been used in water-related planning to advance SDG 6 (clean water and sanitation for all) while simultaneously supporting food security, biodiversity, health, and the reduction of inequality.
