Addressing the climate crisis and supporting climate-resilient development: Where can the trading system contribute?

This document is an introductory overview and table of contents for a compilation of 34 expert articles commissioned by the Forum on Trade, Environment, & the SDGs (TESS). The collection, published between November 2024 and December 2025 on the Synergies platform, explores how the international trading system can be leveraged to address the climate crisis, support climate-resilient development, and facilitate just transitions in alignment with Paris climate goals.

• The Forum on Trade, Environment, & the SDGs (TESS) commissioned a series of 34 articles from a diverse group of experts—including representatives from academia, business, civil society, and government—to identify how the trading system can contribute to climate-resilient development and the climate crisis.
• The expert contributions were specifically designed to address four core areas: identifying where the global climate agenda requires enhanced trade cooperation, locating the greatest opportunities for trade cooperation to be effective, envisioning concrete outcomes for the WTO or other forums, and determining the requirements to achieve these outcomes.
• The compilation organizes expert views into several thematic pillars: pursuing cooperation on trade, climate, and sustainable development; managing trade-climate tensions; bolstering clean energy access; fostering green industrial policies; decarbonizing industrial sectors; promoting sustainability in agriculture and food systems; advancing climate justice; and supporting climate adaptation.
