ANNEX VI LIST OF LDLICS

This document consists of Annex VI and three Protocols of an agreement between the European Community and ACP (African, Caribbean, and Pacific) States. It defines the lists of least-developed, landlocked, and island ACP States, establishes rules for the operating expenditure and privileges of joint institutions, and outlines the qualified status of South Africa's participation in the agreement.

• The agreement identifies specific categories of ACP States to receive support for overcoming geographical and developmental obstacles. The 'least-developed ACP States' include countries such as Angola, Benin, Burkina Faso, and others; 'landlocked ACP States' include Botswana, Mali, Niger, and others; and 'island ACP States' include Antigua and Barbuda, Fiji, and Mauritius.
• Operating expenditures for joint institutions are shared between the Member States, the Community, and the ACP States. Specifically, costs for interpreting, translation, and meeting arrangements are borne by the Community if the meeting is in a Member State, or by an ACP State if held in an ACP territory.
• A Fund managed by the General Secretariat of the ACP States is established to finance the expenses of ACP participants at meetings of the Council of Ministers and the Joint Parliamentary Assembly. The Community provides a contribution to this Fund, which was EUR 4 million according to the First Financial Protocol.
• Protocol 2 grants specific privileges and immunities to personnel and institutions involved in the agreement. The premises and archives of the Council of ACP Ministers are declared inviolable, and the Council, its assets, and income are exempt from all direct taxes.
• South Africa's participation in the agreement is 'Qualified', meaning the bilateral Agreement on Trade, Development and Cooperation (TDCA) signed in Pretoria on 11 October 1999 takes precedence over this agreement.
• South Africa is excluded from several core provisions of the agreement, including development finance cooperation and economic and trade cooperation, though it may participate as an observer in certain dialogues.
