Subnational Climate Fund

The Subnational Climate Fund (SnCF) is a financial instrument designed to overcome barriers to private capital mobilization for climate-resilient infrastructure at the subnational level, combining a Technical Assistance Facility with a private equity fund.

• The SnCF aims to address the low fiscal autonomy and capacity of cities to fund resilience by pairing a Technical Assistance Facility with a private equity fund. This structure provides project preparation, capacity building for local governments, and certification of projects for their Sustainable Development Goal (SDG) and climate impact, ensuring alignment with National Determined Contributions (NDCs) and the use of Nature-based Solutions.
• The fund targets a total of USD 750 million, consisting of USD 150 million in concessional equity from the Green Climate Fund (GCF) and USD 600 million in commercial equity. Approved by the GCF in 2020, the fund is scheduled to run through 2028 and expects to support approximately 40 subnational projects with individual deal sizes ranging from USD 5 million to USD 75 million.
• The SnCF involves 42 countries, including 16 located in Africa: Burkina Faso, Cameroon, Côte D’Ivoire, Democratic Republic of the Congo, Gabon, Kenya, Mali, Mauritania, Mozambique, Morocco, Nigeria, Senegal, South Africa, Togo, Tunisia, and Uganda.
