CDKN Phase II – Sub-national Learning Programme on Climate Compatible Development: Moving From Sub-National Planning to Implementation CDKN-ICLEI First Learning Workshop | 27-31 July 2015 | Quito, Ecuador Report

This report details the outcomes of the First Learning Workshop for Phase II of the CDKN-ICLEI sub-national learning programme, held in Quito, Ecuador, from 27 to 31 July 2015. The workshop aimed to transition sub-national climate compatible development (CCD) from planning to implementation by facilitating peer-to-peer exchange among 51 participants representing 16 projects across Asia, Latin America, and the Caribbean. Key activities included regional meetings to identify enabling factors for CCD, site visits in Quito, and the identification of knowledge gaps to inform the development of project-specific 'Inside Stories'.

• In the Asian context, participants noted that the term 'Climate Compatible Development' (CCD) is frequently substituted with more locally familiar terminology such as 'climate-smart', 'climate-friendly', or 'climate-sensitive development'.
• Enabling factors for 'scaling out' CCD in Asia include the use of live interaction and reflection, such as travelling seminars, the development of strong communication strategies, and the promotion of institutionalisation.
• For 'scaling up' CCD in Asia, participants identified the need to target legislators and bureaucrats, improve top-down approaches accompanied by bottom-up initiatives, and engage stakeholders through multi-level pilot demonstrations.
• Implementing CCD projects in Latin America and the Caribbean (LAC) faces challenges including ensuring process sustainability beyond project lifespans, moving from planning to implementation, and maintaining political will despite technical or political changes.
• Key ingredients for successful CCD in the LAC region include political will, participation, territorial planning, scientific information at an appropriate scale, and 'local framing', which links projects to local issues.
• The workshop identified several 'knowledge gaps' hindering sub-national CCD, including a lack of clear distinction between CCD and standard development projects, insufficient vertical integration between sub-national and national initiatives, and a lack of exit strategies for projects.
• The programme established seven main learning questions for Phase II, focusing on the features that distinguish CCD from conventional development, knowledge management, implementation strategies, equitable outcomes for the poor, long-term viability, scaling up to higher government levels, and effective communication for scaling out.
• The 'Inside Story' methodology is used to analyze lessons learned from CCD planning and practice, focusing on the learning process rather than acting as a typical case study, to make findings accessible to practitioners in developing countries.
• In Belize, a vulnerability analysis of the tourism sector found that 45-70% of the sector is vulnerable to climate change, with medium-high vulnerability to storms, precipitation, sea level rise, and temperature.
• In Bogor, Indonesia, the Urban LEDS project led to the approval of a 12 million USD budget for sustainable transport by the City Council in November 2014 and the development of a City Strategic Environmental Assessment in April 2014.
