Seeking capacity development results

The case study examines 'The Economics of Adaptation, Water Security and Climate Resilient Development in Africa' programme (2013-2015), which trained over 130 professionals across eight African nations. It highlights the effectiveness of combining professional workshops with mandatory Action Plans and mentor-mentee relationships to bridge the gap between training and implementation. Key outcomes included the integration of climate change into Tunisia's national planning terms of reference and the approval of a flood management project in Maputo, Mozambique.

• The programme's use of Action Plans, developed by planners in collaboration with their home institutions, served to bridge the gap between training and actual implementation by linking learning processes to organisational responsibilities.
• The introduction of a formal mentor-mentee relationship, governed by a signed agreement, provided a platform for continuous learning outside of workshop periods and improved the quality of the Action Plans.
• The programme achieved specific national-level outcomes, including the inclusion of climate change in Tunisia's standard Terms of Reference for water and land planning, the integration of the curriculum into Ghanaian training institutions, and a funded urban flood management project in Maputo, Mozambique.
• Engaging senior decision-makers at the start and end of the programme created essential entry points for future climate work, as these officials provided the necessary support for planners to participate and mainstream climate resilience into government processes.
