A local vision of climate adaptation: Participatory urban planning in Mozambique

This briefing describes the outcomes of the Public Private People Partnerships for Climate Compatible Development (4PCCD) project (2011-2013), which tested participatory urban planning in Maputo, Mozambique, to integrate local perspectives into climate adaptation and municipal planning.

• The 4PCCD project utilized an urban planning tool that enabled citizens in Maputo's informal settlements to create a future vision for their neighborhoods under a changing climate, empowering them to present this collective vision to private firms and government institutions.
• The project demonstrated that municipal climate policy development can be accelerated when local communities are invited to contribute their knowledge and experiences, while also facilitating dialogue between businesses, government institutions, and communities through public forums and informal meetings.
• Meaningful community consultation and detailed scientific assessments of climate impacts require the sufficient allocation of financial resources and time within the participatory planning process.
