Safety Nets Simplified: Simulated Decision - Making in Volatile Developing Economies

The Tanzania Social Action Fund (TASAF) developed a simulation game to help rural farmers understand the complexities of a productive social safety net (PSSN) program designed to mitigate drought risk. Following tests with over fifty farmers, the game was adopted in 2012 as the primary extension tool for a national rollout targeting 13 million Tanzanians living below the poverty line.

• The Tanzania Social Action Fund (TASAF), identified as the largest social protection agency in East Africa, created a productive social safety net (PSSN) program to help farmers manage increasing drought risk.
• To communicate the complexities of the PSSN, TASAF developed and tested a simulation game with more than fifty rural farmers to teach them about conditional cash transfers and community benefits. In 2012, this game became the only extension tool used for a national rollout targeting 13 million Tanzanians living below the poverty line.
• Social protection programs are increasingly viewed as essential tools for addressing challenges related to climate change adaptation and disaster risk management, particularly for poor households in developing nations vulnerable to shocks and volatility.
