This research paper examines the evolution and application of adaptive management and water security in water governance, contrasting them with conventional centralized decision-making and Integrated Water Resources Management (IWRM).

The 'Ríos del Páramo al Valle' program (2012-2015), implemented by the Stockholm Environment Institute (SEI) and funded by USAID, aimed to build climate adaptation capacity in Colombian water resources planning. The project deployed a Robust Decision Support (RDS) framework using the Water Evaluation And Planning (WEAP) system across several watersheds to help regional environmental authorities (CARs) integrate climate uncertainty into their planning instruments.

The report "RÍOS DEL PÁRAMO AL VALLE, POR URBES Y CAMPIÑAS" documents a project implemented between 2012 and 2015 by the Stockholm Environment Institute (SEI) with USAID support. The project aimed to strengthen the capacity of Colombian regional environmental authorities (CAR) to integrate climate change adaptation into water resource planning using the Robust Decision Support (ADR) methodology and the Water Evaluation and Planning (WEAP) system. The work focused on several key basins, including the Otún, La Vieja, and Alto Magdalena rivers, as well as the broader Magdalena-Cauca macro-basin, demonstrating how technical modeling and participatory processes can reduce climate vulnerability and inform national policy.

This strategic framework, developed by the African Ministers’ Council on Water (AMCOW) and the Global Water Partnership (GWP), provides a phased approach for African nations to integrate water security and climate resilience into their national development planning and investment decision-making processes.

This policy brief argues that water security and climate resilience are essential cross-sectoral themes for national development in Africa. It proposes using the existing foundations of Integrated Water Resources Management (IWRM) to fast-track the integration of climate resilience into development planning and recommends strong central government leadership to coordinate these efforts across various sectors.

This case study, commissioned by the African Development Bank and conducted by the Stockholm Environment Institute, examines the complex linkages between water management and poverty reduction in Tanzania. It analyzes the country's progress toward Millennium Development Goals (MDGs), the impact of water on agriculture and ecosystems, and the implementation of Integrated Water Resources Management (IWRM) in the Pangani and Rufiji basins.
