Ülevaade erakondade keskkonnalubadustest valimisplatvormides Eesti 2017. aasta kohalike omavalitsuste volikogude valimistel

This report analyzes the environmental promises made in the election platforms of seven political parties and two electoral alliances for the 2017 Estonian local government elections, specifically focusing on Tallinn, Tartu, and national-level platforms. The analysis evaluates these promises against the European Green Capital (EGC) criteria and the UN Sustainable Development Goals (SDGs).

• Urban mobility was the primary focus in Tallinn and Tartu, with all parties and alliances promising improvements to light traffic, including bicycle strategies, parking, and maintenance of paths for winter use. In Tallinn, there is a strong emphasis on expanding tram lines, while in Tartu, the priority is modernizing bus traffic, though EKRE proposed a tram or city rail line using the existing harbor railway corridor.
• The report identifies several conflicting promises, particularly regarding parking and waste management. While most parties in Tallinn aim to reduce car numbers in the city center, EKRE promised to lower paid parking prices, and the Savisaare Alliance promised free parking for families with four or more children. Additionally, the report notes that promises of free waste collection by EKRE in Tartu and the Savisaare Alliance in Tallinn may discourage waste sorting and recycling.
• Analysis of Tallinn's platforms against European Green Capital (EGC) criteria reveals a lack of ambitious long-term goals, particularly regarding air pollution and climate change. Only the Reform Party provided a long-term target, aiming for CO2 neutrality by 2050. The SDE and Greens were found to be the most comprehensive in addressing gaps identified by EGC experts, such as noise pollution analysis and the promotion of electric vehicles through free parking.
• Regarding the UN Sustainable Development Goals (SDGs), the national platforms of the Centre Party, Social Democrats, and Free Party were analyzed. The analysis found that five SDGs were completely unaddressed across all three platforms: No Poverty (SDG 1), Gender Equality (SDG 5), Affordable and Clean Energy (SDG 7), Climate Action (SDG 13), and Life Below Water (SDG 14).
• Green areas are primarily viewed as recreational spaces rather than as providers of ecosystem services or tools for climate mitigation. However, the Centre Party, Social Democrats, and Greens in Tallinn, as well as the 'Tartu Heaks' alliance, Social Democrats, and Reform Party in Tartu, promised to support urban gardening or urban agriculture.
