Overview of recently adopted mitigation policies and climate-relevant policy

The report identifies over 60 mitigation policies adopted between July 2019 and August 2020, noting the highest activity in the energy and transport sectors. It highlights a lack of explicitly 'green' COVID-19 recovery measures in most assessed countries, except for the EU and Republic of Korea. • Between July 2019 and August 2020, over 60 mitigation policies were adopted or developed, with the energy sector seeing the most activity (25 entries), followed by transport (12), land use, land use change and forestry (eight), buildings (two), and agriculture (one), alongside 16 cross-sectoral policies.
• While most policy developments are expected to reduce greenhouse gas emissions, specific policies in at least four countries may increase them: fossil fuel exploration in Colombia, palm oil biodiesel production in Indonesia, potential mining in protected areas in Brazil, and regulatory rollbacks in the United States.
• Most of the 25 assessed countries and regions failed to implement explicitly 'green' COVID-19 recovery measures, with the Republic of Korea and the EU being the exceptions.
• Regarding climate targets, Vietnam is the only country among the 25 assessed to officially revise its NDC target, while Japan resubmitted its original target in March 2020. The EU proposed a target of 55% emissions reduction below 1990 levels by 2030, though it remained unapproved at the time of reporting.
• Five of the assessed countries submitted long-term strategies to the UNFCCC and five developed drafts or domestic strategies. The EU aims for net-zero GHG emissions by 2050, Japan aims for a decarbonised society in the second half of the century, and China announced a net-zero carbon emissions goal for 2060.
