Botswana: Future Prospects and the Need for Broad-based Development

Botswana is characterized by a paradox of high GDP growth and strong fiscal management—driven largely by diamond mining—alongside declining human development indicators, high income inequality, and a severe HIV/AIDS crisis.

• Botswana experienced exceptional economic growth following independence in 1966, primarily driven by the discovery and exploitation of diamonds. Between 1966 and 1991, the country had the world's highest average annual real GDP growth rate at 6.1%, which increased GDP per capita from US$660 in 1966 to over US$3,000 in 1991. By 2002, diamonds represented 45% of the gross domestic product and 77% of export earnings.
• Despite strong economic growth, Botswana's Human Development Index (HDI) declined significantly from 0.674 in 1990 to 0.614 in 2001. This creates a paradox where rapid economic growth coexists with endemic poverty and high inequality, as evidenced by a Gini Coefficient of 0.56.
