- To improve human capital and attract foreign direct investment, the report recommends reviewing education curricula with the private sector, strengthening STEM and TVET programs, and closing the gender gap in education by enforcing laws against child marriage and working with community leaders.
- Infrastructure deficits hinder regional value chains and private sector growth. Priority recommendations include expanding rural electrification via renewable energy like solar, upgrading transport networks (roads and railways) to connect rural areas to urban markets, and extending ICT and digital services.
