This report by the Global Subsidies Initiative (GSI) provides preliminary estimates of global energy subsidies by source for 2007, detailing the assumptions and calculations used for nuclear energy, renewable energy, biofuels, fossil fuels, and Carbon Capture and Storage (CCS).

• The GSI estimates global subsidies for various energy sources in 2007, with fossil-fuel consumer subsidies in non-OECD countries being the largest at US$400 billion per year, followed by nuclear energy at US$45 billion and renewable energy (excluding hydroelectricity) at US$27 billion.
• The estimate for nuclear power subsidies is based on the assumption that subsidies are "generally equal to one-third or more of the value of the power produced," resulting in a calculated subsidy of 1.7 U.S. cents per kWh.
• Subsidies for renewable electricity (excluding hydroelectricity) are estimated at 5.0 U.S. cents per kWh, based on the premise that new generation would not occur without government support provided at "support levels of at least 5 U.S. cents per kWh."
• Biofuel subsidies are estimated at US$20 billion per year globally, with the most significant contributions coming from the United States (US$10.7 billion to $12.9 billion in 2008) and the European Union (US$7.4 billion in 2008).
• Support for Carbon Capture and Storage (CCS) demonstration schemes between 2010 and 2020 is projected to be between US$2.5 billion and $4 billion per year, all occurring within OECD countries.
