FIPAT Guidebook

The FIPAT Guidebook describes the Food Security Indicator & Policy Analysis Tool, a Microsoft Excel-based framework designed for national and sub-national government decision-makers to identify climate vulnerabilities in food systems, establish resilience indicators, and assess the capacity of public policies to support these goals.

• FIPAT is a tool designed to help government decision-makers identify required resilience actions, monitor food system resilience over time, and evaluate how current public policies strengthen that resilience. It is structured as a series of Microsoft Excel spreadsheets and is intended for use by national and sub-national government officials and their support staff.
• The tool utilizes a 'spinwheel' conceptual framework for food systems that places food security at the core and analyzes it through five concentric rings: household food utilization, food access, food availability, supporting resources and services, and supporting organizations and policies.
• FIPAT defines climate risk as the interaction of a climate hazard, exposure, and vulnerability. Vulnerability is further broken down into sensitivity (the degree of effect) and adaptive capacity (the ability to cope or take advantage of opportunities).
• The analysis process is divided into two primary sections: Section A focuses on food system resilience and indicators, while Section B focuses on policy analysis. Section A identifies key food system elements, climate risks, and necessary resilience actions, while Section B assesses whether policies support those actions, the capacity of actors, and the resilience of the overall system.
• The policy analysis component of FIPAT evaluates public policies based on their capacity to support resilience rather than their general effectiveness in achieving intended objectives. It uses a scoring system to rank policies on their ability to support resilience actions, actor capacity, and system resilience, including factors like transparency, accountability, and the inclusion of marginal groups.
