GLOBAL RESILIENCE PARTNERSHIP 2020-2023 Synthesis Report

The Global Resilience Partnership (GRP) 2020-2023 Synthesis Report details the organization's progress in advancing climate resilience through three primary pillars: innovation, knowledge, and policy. During this period (Phase II), GRP expanded its network to over 80 organizations and shifted toward a more diverse Secretariat spanning 14 countries. Key achievements include the incubation of the Ocean Risk and Resilience Action Alliance (ORRAA), the growth of the Resilience Evidence Coalition, and the establishment of the Resilience Hub at COP26, COP27, and COP28 to amplify Global South voices in climate policy.

• GRP successfully incubated the Ocean Risk and Resilience Action Alliance (ORRAA), transitioning it from a fiscally sponsored initiative to a standalone organization. ORRAA aims to drive at least $500 million in investment into coastal and ocean nature-based solutions by 2030 and has already invested in 40 projects supporting approximately 180,000 climate-vulnerable coastal people.
• The Resilience Evidence Coalition (formerly the Resilience Knowledge Coalition) grew to over 1,770 members by 2023. It serves as a "network of networks" to democratize resilience knowledge and amplify Global South expertise. In 2023, GRP and USAID co-hosted the Resilience Evidence Forum, the largest gathering of resilience measurement and evidence professionals to date, with over 1,200 total participants.
• GRP acted as the lead managing partner for the Resilience Hub at COP26, COP27, and COP28, providing a space for diverse stakeholders to collaborate on adaptation. The Hubs attracted over 30,000 in-person attendees and 50,000 online visitors. GRP also supported the Race to Resilience campaign, which includes pledges to build the resilience of 4 billion people by 2030.
• GRP implemented several innovation challenges to scale resilience solutions, including the Resilient Agriculture Innovations for Nature (RAIN) challenge in East Africa and the Ocean Resilience Innovation Challenge (ORIC). Additionally, through a GEF/UNDP programme, GRP supported small-scale farmers in Uganda and Sudan with access to fairly-priced loans.
• The organization has focused on diversifying the voices shaping resilience through the South to South Resilience Academies (S2SRA), which utilize transdisciplinary teams of Southern-based partners to solve resilience challenges in South Asia, Southern Africa, and Small Island Developing States (SIDS).
• GRP has worked to mainstream resilience into the private sector and financial systems, notably through the PREPARE Call to Action. At COP28, 21 new companies responded to this call, announcing additional targets of $2.1 billion in leveraged finance.
• GRP is a founding endorser of the Locally Led Adaptation (LLA) principles, which have been adopted by over 80 governments and various global institutions. GRP integrates these principles into its programme design, operationalization, and reporting.
• The organization's internal structure evolved during Phase II (2020-2023) from a primarily Global North-led entity to a Secretariat spanning 14 countries, expanding its partnership from fewer than ten organizations to over 80 active members.
