GLOBAL RESILIENCE PARTNERSHIP 2020-2023 Synthesis Report

The Global Resilience Partnership (GRP) reports significant progress between 2020 and 2023 in scaling resilience innovations, democratizing knowledge, and influencing global policy. Key achievements include the incubation of the Ocean Risk and Resilience Action Alliance (ORRAA), the growth of the Resilience Evidence Coalition to over 1,700 members, and the establishment of the Resilience Hub at COP26, COP27, and COP28. GRP focused on amplifying Global South voices through initiatives like the South to South Resilience Academies and the Locally Led Adaptation principles. The report highlights the mobilization of private sector finance through the PREPARE Call to Action and the implementation of innovation challenges such as RAIN in East Africa. • GRP successfully incubated the Ocean Risk and Resilience Action Alliance (ORRAA), transitioning it from a fiscally sponsored initiative to a standalone organization. ORRAA aims to drive at least $500 million in investment into coastal and ocean nature-based solutions by 2030 and has invested in 40 projects supporting approximately 180,000 climate-vulnerable coastal people.
• The Resilience Evidence Coalition grew to over 1,770 members by 2023, serving as a 'network of networks' to democratize resilience knowledge and amplify Global South expertise. This effort culminated in the 2023 Resilience Evidence Forum, which convened over 200 in-person and 1,000 virtual participants from over 140 organizations.
• GRP acted as the lead managing partner for the Resilience Hub at COP26, COP27, and COP28, providing a space for global resilience dialogues. The Hubs attracted over 30,000 in-person attendees and 50,000 online visitors, and GRP secured private sector funding to support the participation of 16 grassroots and youth fellows at COP28.
• Through the PREPARE Call to Action at COP27 and COP28, GRP worked to mobilize private sector resources for resilience. By COP28, 21 new companies responded to the Call to Action, announcing targets of US$2.1 billion in leveraged finance.
• GRP implemented several innovation challenges to support nature-positive and resilient agriculture, including the Resilient Agriculture Innovations for Nature (RAIN) challenge in East Africa and GEF-UNDP programs in Uganda and Sudan. In Uganda, the program established 28 farmer groups and enrolled 924 people into Village Savings and Loan Associations (VSLAs).
• The partnership advanced the Locally Led Adaptation (LLA) principles as a founding endorser, with these principles subsequently endorsed by over 80 governments, global institutions, and NGOs.
• GRP established the South to South Resilience Academies (S2SRA) to facilitate transdisciplinary collaboration and knowledge dissemination among Southern-based partners, focusing on regions including South Asia, Southern Africa, and Small Island Developing States (SIDS).
