Report of the twenty-seventh meeting of the Board, 9 – 13 November 2020

The GCF Board's 27th meeting resulted in the adoption of the Updated Strategic Plan (2020–2023), which sets goals for the first replenishment period (GCF-1), including a 50:50 balance between mitigation and adaptation funding. The Board approved 15 funding proposals, including several REDD-plus and Simplified Approval Process (SAP) projects, and accredited four new entities. The meeting also covered the 2021 administrative budget, work plans for independent units, and discussions on the Integrated Results Management Framework (IRMF) and the MOPAN assessment.

• The Board adopted the Updated Strategic Plan for the GCF for 2020–2023, which aims to meet or exceed outcomes from the initial resource mobilization (IRM) period. Key parameters include maintaining a "50:50 balance of adaptation and mitigation funding over time" and a "minimum allocation floor of fifty per cent of adaptation funding" for particularly vulnerable countries, including SIDS, LDCs, and African States.
• The Board approved 15 funding proposals (FP141 to FP153 and SAP017 to SAP019). Notable approvals include FP142 (Argentina REDD-plus RBP for USD 82 million), FP144 (Costa Rica REDD-plus RBP for USD 54.1 million), and FP150 (energy saving technologies for Bangladesh's textile sector for USD 256.48 million).
• The Board accredited four new entities: Kemitraan bagi Pembaruan Tata Pemerintahan (Indonesia), National Trust for Nature Conservation (Nepal), KCB Bank Kenya Limited (Kenya), and Camco Management Limited (UK).
• The 2021 administrative budget for the Secretariat was approved at USD 75,018,024, and the Board approved USD 55,889,131 for projected staff salaries and emoluments for 2023.
• The Board approved the 2021 work plans and budgets for the independent units: the Independent Evaluation Unit (USD 5,912,573), the Independent Integrity Unit (USD 2,796,393), and the Independent Redress Mechanism (USD 1,395,471).
• The Board discussed the Integrated Results Management Framework (IRMF) and Results Tracking Tool (RTT) as information items, but did not reach a decision on their adoption, deferring the matter to the next meeting due to concerns over complexity and the need for further consultation.
• The Board deliberated on a proposed assessment of the GCF by the Multilateral Organisation Performance Assessment Network (MOPAN). There was significant disagreement regarding the procedural validity of the assessment, with some members arguing it was the exclusive right of the COP to commission independent assessments.
• The Secretariat reported that the GCF-1 resource mobilization had reached USD 9.998 billion, nearly crossing the symbolic USD 10 billion mark based on the GCF-1 exchange rate.
• The Board appointed Mr. Andreas Reumann as the interim Head of the Independent Evaluation Unit following the resignation of Ms. Jyotsna Puri.
