Trois outils pour rediriger les financements vers une utilisation durable des sols

The report addresses the challenge of transitioning to low-carbon, productive land use by identifying gaps in the understanding of current financial flows. It argues that while hundreds of billions are invested in agriculture and forestry, most support non-sustainable practices. To remedy this, the authors introduce three tools: a financial flow mapping tool to visualize investments and actors, a financial viability analysis tool to identify and bridge the gap between 'green' and business-as-usual costs, and a public incentive mapping tool to ensure policy coherence and maximize private investment.

• Land use, including agriculture and forestry, accounts for approximately 25% of global greenhouse gas emissions, though this proportion is significantly higher in over 60 countries, mostly developing ones, where it exceeds 50% of national emissions.
• Current annual financial flows specifically dedicated to sustainable land use are estimated between 1.3 and 51.8 billion USD, representing only a small fraction of the total hundreds of billions invested in agriculture and forestry in developing countries, which primarily support business-as-usual (BAU) practices.
• The 'Financial Flow Mapping' tool provides a qualitative and quantitative overview of public and private spending, identifying the life cycle of funding, the actors involved, and the specific activities financed to help design cross-sectoral strategies like REDD+.
• The 'Financial Viability Analysis' tool identifies the gap between the costs and revenues of green activities versus BAU alternatives, suggesting three ways governments can improve viability: reducing costs (e.g., via concessional loans), increasing revenues (e.g., via premiums), and improving the business climate (e.g., via legal reform).
• The 'Public Incentive Mapping' tool allows governments to track public financial instruments at a national or sectoral level to determine if they are consistent and whether they truly support the transition to sustainable production or inadvertently support BAU activities.
