Panorama de Financiamento Climático para Uso da Terra no Brasil

• Mitigation activities received the bulk of funding at R$ 17.1 billion/year (68%), while adaptation received R$ 4.7 billion/year (19%), and flows with dual objectives totaled R$ 3.3 billion/year (13%).
• The Amazon Fund is the primary international climate fund for land use in Brazil, but its project approvals averaged R$ 183 million/year, representing only 0.7% of the total mapped climate finance for land use.
• Thematic bonds captured an average of R$ 4.0 billion/year (16%), growing from R$ 2.3 billion in 2015 to R$ 8.6 billion in 2020. These were mostly issued by Brazilian companies abroad, primarily benefiting the forestry sector (R$ 2.6 billion/year).
• Public budget expenditures averaged R$ 2.8 billion/year (11%), serving as the main tool for forestry policies (R$ 2.1 billion/year). However, these expenditures decreased by 39% in real terms, falling from R$ 3.3 billion in 2015 to R$ 2.0 billion in 2020.
• Agricultural risk management instruments, the primary tool for climate adaptation, totaled R$ 4.0 billion/year. Rural insurance was the most significant component at R$ 2.4 billion/year, with R$ 1.9 billion/year coming from private resources paid by producers.
