Municípios Prioritários: Reputação ou Fiscalização?

A 2014 report by the Climate Policy Initiative finds that the 'Municípios Prioritários' policy reduced deforestation in the Brazilian Amazon by 35% between 2008 and 2011, preventing 11,359 km2 of forest loss. The reduction was driven by increased enforcement and fines by Ibama, rather than economic pressures or credit restrictions, which showed no significant impact on agricultural production or GDP.

• The Priority Municipalities (MPs) policy significantly reduced deforestation in the Amazon between 2008 and 2011, preventing the loss of 11,359 km2 of forest. This resulted in total observed deforestation of 20,689 km2, which was 35% lower than it would have been without the policy.

• The policy utilized a targeted approach based on specific criteria for inclusion in the priority list: total deforested area, total area deforested in the last 3 years, and an increase in the deforestation rate in at least 3 of the last 5 years. The list began with 36 municipalities in January 2008, with 7 added in 2009 and 7 more in 2011.
• In Paragominas, Pará, a combination of federal enforcement and local political commitment—including a pact to zero deforestation and the use of the Rural Environmental Registry (CAR)—led to a reduction in deforestation from 64.1 km2 in 2007/2008 to 18.2 km2 in 2011/2012, resulting in its removal from the priority list in 2013.
