Financiamento para a Bioeconomia no Brasil: Fontes e Destinação dos Recursos

Between 2021 and 2023, Brazil's bioeconomy received an average of R$ 16.6 billion annually, with 74% of funds concentrated in planted forests and bioenergy/biofuels. While domestic private sources provided 69% of the total, significant gaps exist in funding for native forests and biodiversity products, particularly in the North region. Innovative instruments like thematic bonds and CBIOs drive the majority of the funding, but these are limited to the most industrial bioeconomy sectors.

• Annual bioeconomy financing in Brazil averaged R$ 16.6 billion between 2021 and 2023, with a heavy concentration in two sectors: planted forests and bioenergy/biofuels, which together received R$ 12.3 billion per year, or 74% of the total.
• The planted forest sector accounts for 40% of the total mapped financing (R$ 6.6 billion/year), largely driven by eucalyptus projects. A single company, Suzano, is responsible for 71% of this value through BNDES financing and three thematic bonds.
• Bioenergy and biofuels represent 34% of the financing (R$ 5.7 billion/year), where innovative instruments—specifically Decarbonization Credits (CBIOs) and thematic bonds—account for 87% of the funding, with BNDES contributing the remaining 13%.
• Funding for biodiversity-based products, family farming, and native forests remains low, receiving 9%, 8%, and 6% of the total annual financing respectively. Specifically, biodiversity products received R$ 1.4 billion/year.
• Domestic private sources provided 69% (R$ 11.5 billion/year) of the total financing, while domestic public sources provided 27%. International resources accounted for only 4% (R$ 0.58 billion/year), primarily from the governments of Germany (43%) and Norway (34%), and are the main source for native forests.
• Thematic bonds are the primary financial instrument, capturing R$ 6.4 billion/year (38%), followed by rural credit at R$ 3.8 billion/year (23%). CBIOs mobilized R$ 3.1 billion/year (18%).
• Despite the ecological and economic importance of the Amazon, the North region received only 12% of the financing for biodiversity products, while the South region received the most (30%), largely due to technology-intensive cassava production in Paraná.
• Within the biodiversity sector's rural credit, cassava is the most funded product at R$ 580 million/year (41%), followed by cocoa (10%), rubber trees (9%), and açaí (8%).
