Assentamentos em Foco: Combate ao Desmatamento e Conservação na Amazônia

This report by the Climate Policy Initiative (CPI/PUC-Rio) analyzes deforestation within agrarian reform settlements in the Brazilian Amazon. It finds that while settlements cover only 8% of the biome, they accounted for 24% of forest loss in 2023. The study highlights a high concentration of deforestation in a small number of 'critical' settlements and suggests that this loss is likely driven by external actors rather than the settled families, as the scale of clearing is inconsistent with family farming.

• Deforestation in these areas is highly concentrated: between 2017 and 2023, just 5% of the settlements were responsible for 65% of the deforestation within settled areas and 17% of the total vegetation loss in the biome.
• Evidence suggests that deforestation is driven by external actors rather than the settled population. Three-quarters of vegetation loss in settled areas resulted from clearings larger than 6.25 hectares, with 36% exceeding 25 hectares—a scale not typical of family farming and involving costs incompatible with the socioeconomic reality of the settlers.
• Deforestation trends within settlements mirror those outside them between 2008 and 2023, indicating that the same regional and national drivers influence both areas.
• At the administrative level, deforestation is concentrated in three of the eleven Incra Regional Superintendencies: Santarém, Sul do Pará, and Amazonas, which together accounted for 63% of deforestation in settled areas between 2017 and 2023.
• Specific critical settlements stand out for extreme forest loss. PA Rio Juma is the most deforested settlement in the country, accounting for 8% of the total forest loss in the biome's settled areas and 46% of the deforestation within the Amazonas Superintendency.
• The report identifies a persistence in deforestation locations; of the 5% of settlements that deforested the most in 2023, 49% had appeared on that list at least five other times between 2017 and 2022.
