This guide presents a scenario based in Krishna Nagar, a low-income neighbourhood in an Indian coastal city, to illustrate the process of climate vulnerability assessment and the development of resilience plans through community consultation.

• Krishna Nagar faces multiple climate-driven threats, including coastal flooding caused by sea level rise and high waves, as well as riverbank bursts from heavier rain that lead to street flooding, forced evacuations, and an increase in malaria deaths.
• A proposed climate-resilience plan for Krishna Nagar includes six primary measures: establishing a disaster risk reduction (DRR) volunteer network involving various local groups; creating an Information Centre with universities and meteorological services to provide projections and a city flood risk map; implementing a savings and loan scheme with increased women's participation; installing breakwaters and restored mangroves; partnering with radio and mobile operators for weather and safety alerts; and improving the enforcement of land use plans by housing departments.
