LDC concerns related to MRV in the climate regime

This briefing outlines the challenges and priorities for Least Developed Countries (LDCs) regarding Measurement, Reporting and Verification (MRV) within the international climate regime. It focuses on three primary areas of MRV—greenhouse gas emissions, mitigation actions, and support—and discusses the implications for the 2015 climate agreement, emphasizing the need for simplified, cost-effective, and harmonized reporting requirements to avoid overburdening LDCs.

• MRV in the climate regime is divided into three areas: GHG emissions, the effects of mitigation actions, and support. For LDCs, GHG emissions are a secondary concern due to low per capita levels, while the effects of mitigation actions are highly relevant for goals like energy security, health, and job creation. MRV of support is critical for LDCs to ensure they receive necessary funding for National Adaptation Programmes of Action (NAPAs) and National Adaptation Plans (NAPs).
• Current reporting requirements include National Communications and Biennial Update Reports (BURs). While developing countries must submit BURs every two years starting in December 2014, LDCs and Small Island Developing States have the discretion to submit them. The International Consultation and Analysis (ICA) process for non-Annex I countries is designed as a "lighter touch" than the International Assessment and Review (IAR) process used for developed countries.
