Achieving Development Resilient to Climate Change: A SOURCEBOOK FOR THE CARIBBEAN WATER SECTOR

This information brief describes the Caribbean Climate Online Risk and Adaptation TooL (CCORAL), a web-based platform designed to help decision-makers, including non-specialists in the water sector, assess climate risks and enhance resilience in policies, legislation, plans, budgets, and projects.

• The Caribbean Climate Online Risk and Adaptation TooL (CCORAL) is a web-based platform specifically for the Caribbean region. It is used to screen various development activities—including policies, legislation, plans, budgets, and projects—to identify climate risks and determine options for enhancing resilience.
• The CCORAL process follows three core steps: first, a set of 10 basic questions to determine if climate variability influences the process; second, a workbook with detailed questions to understand vulnerabilities and resilience options; and third, detailed risk management analyses using a Toolbox of methods.
• CCORAL is designed for use by both climate specialists and non-specialists, and it is most effective when applied during the development of projects or the review of plans. The tool is intended for use in participatory environments involving various stakeholders.
• In the water sector, CCORAL is applied across five main areas: water policies and strategies (e.g., resource allocation), legislation and regulations (e.g., municipal suppliers), management and supply plans (e.g., drought response), financial planning and budgeting (e.g., annual budget proposals), and projects or operational activities (e.g., reservoirs and pipelines).
