Invitation to Tender

This document is an Invitation to Tender (ITT) issued by the Climate and Development Knowledge Network (CDKN) on 21 December 2012. It seeks a supplier to conduct research and organize a workshop to help developing countries, particularly the poorest and most climate vulnerable (PMV), integrate climate change into their foreign policy, a process referred to as 'climate diplomacy'.

• The project aims to address a gap in knowledge and capacity within poorest and most climate vulnerable (PMV) countries regarding the integration of climate change into foreign policy and the pursuit of international action outside the UNFCCC.
• The project consists of two primary workstreams: a comprehensive review of climate diplomacy and the organization of a workshop in London.
• The research component includes a desk-based literature review and a high-level assessment of global climate diplomacy, with a specific focus on 12 CDKN 'deep engagement countries'.
• The London workshop is intended to share best practices and engage diplomats and officials from developing countries, with funding allocated to cover travel expenses for approximately five delegates from deep engagement countries.
• The project has a total budget of up to £70,000 for a four-month period starting in late January 2013, which includes £5,000 for delegate logistics.
• CDKN identifies several critical success factors for the project, including the need to avoid duplicating existing research and the goal of supporting gender equality and the participation of indigenous peoples in climate talks.
