A resource mobilisation approach for National Climate Change Funds

This policy brief, published by the Climate and Development Knowledge Network in September 2015, outlines a strategic resource mobilisation approach for National Climate Change Funds (NCCFs). Based on a study by Dalberg Global Development Advisors involving 30 interviews and a literature review, the document identifies why NCCFs have historically struggled to attract capital and proposes a three-pillar framework—vision and strategy, institutional capacity, and systematic investor engagement—to improve their financial sustainability.

• National Climate Change Funds (NCCFs) have had a negligible impact on global climate finance flows. In 2013, NCCFs accounted for less than 0.2% of global climate finance, representing USD 0.4 billion out of a total of USD 330 billion channeled through various intermediaries. Furthermore, most NCCFs have received less than USD 100 million in lifetime capitalisation, with three funds receiving less than USD 10 million.
• The failure of NCCFs to raise sufficient capital is primarily attributed to two barriers: a lack of clearly communicated vision and strategy, which prevents investors from seeing a strong value proposition, and insufficient institutional capacity to manage large investments. The latter is often linked to poor internal systems and unsuccessful applications for accreditation to the Adaptation Fund.
• A successful resource mobilisation approach consists of three core elements. First, defining a vision and strategy through a theory of change that links activities, outputs, and outcomes to specific goals. Second, building institutional capacity across four components: people and culture, tools and processes, structure and governance, and partnerships. Third, employing a systematic approach to investor engagement that involves identifying target investor types, shortlisting candidates, and prioritizing those with the highest alignment and funding potential.
