A resource mobilisation approach for National Climate Change Funds

The document identifies that National Climate Change Funds (NCCFs) have historically struggled to mobilise resources, accounting for less than 0.2% of global climate finance flows in 2013. Based on interviews with 30 organisations and literature reviews, the brief argues that successful resource mobilisation requires a three-part strategy: establishing a well-defined vision and theory of change, building institutional capacities across people, processes, governance, and partnerships, and implementing a systematic approach to investor engagement.

• National Climate Change Funds (NCCFs) have had a minimal impact on global climate finance, with the majority receiving less than USD 100 million in lifetime capitalisation. In 2013, NCCFs handled only USD 0.4 billion of the USD 330 billion channeled through intermediaries, representing less than 0.2% of global flows.
• Two primary barriers hinder NCCFs from raising sufficient capital: a lack of a clearly communicated vision and strategy, which prevents investors from seeing a strong value proposition, and insufficient institutional capacity to manage large investments, often evidenced by failed applications for accreditation to the Adaptation Fund.
