10 propositions for success

This report by the Climate and Development Knowledge Network (CDKN) proposes ten propositions to help countries integrate their Nationally Determined Contributions (NDCs) into national development planning. Drawing on evidence from seven countries—Bangladesh, Ethiopia, India, Kenya, Pakistan, Peru, and Uganda—the paper argues that successful integration requires a combination of policy coherence, institutional leadership, and transparent resource management to ensure climate actions are not isolated from mainstream economic development.

• The integration of NDCs into national development planning is most effective when climate actions are embedded in national climate change policy and aligned with national development plans. In Uganda, for example, the National Climate Change Policy (2015) is derived from the Constitution and reflects Uganda Vision 2040, with priorities integrated into the Second National Development Plan (NDP II) 2015/16 – 2019/2020.
• There is a significant gap between the design of mitigation and adaptation objectives in NDCs. Mitigation objectives are generally well-defined and follow SMART (Specific, Measurable, Agreed-upon, Realistic and Time-bound) principles, whereas adaptation objectives are often expressed in broad, descriptive terms due to a lack of single metrics for measuring outcomes.
• High-level political backing is critical for national ownership and the avoidance of policy conflicts. In the seven countries reviewed, NDCs were approved by the Prime Minister or the Cabinet. In Kenya, the NDC was further validated by being presented to and passed by the National Assembly and the Senate.
• Institutional leadership for NDCs is typically housed within ministries of environment, which can limit their influence over finance and planning ministries. To overcome this, India shares policy implementation with government sectors involved in NDC programmes, such as energy efficiency and disaster management, to secure leadership across multiple ministries.
• Effective coordination for NDC implementation can be achieved through 'policy-focused' approaches, such as national climate change councils (as seen in Pakistan and Peru), or 'implementation-focused' approaches, such as Ethiopia's use of major public investment programmes to bring together different sectors like forests, agriculture, and water.
• The financing of NDCs remains a challenge, often relying on national budgets and domestic resources. Innovations to mobilize funds include national climate funds in Bangladesh, Ethiopia, Kenya, and Pakistan. Ethiopia's Climate Resilient Green Economy (CRGE) Facility serves as a unified engagement point to blend domestic and international financing.
