10 propositions for success

The report argues that for climate change actions to be successfully implemented, they must be integrated into national planning and finance regimes rather than remaining isolated within environment ministries. It presents ten propositions across three domains: policy and planning effectiveness, institutional effectiveness, and resource effectiveness. Evidence from Bangladesh, Ethiopia, India, Kenya, Pakistan, Peru, and Uganda suggests that while policy frameworks are generally supportive, challenges remain regarding institutional capacity, inter-agency coordination, and the transparency of NDC financing.

• Successful integration of NDCs requires consistency with national development policies and the use of SMART (Specific, Measurable, Agreed-upon, Realistic and Time-bound) design principles. While mitigation objectives are often well-defined, adaptation objectives tend to be expressed in "very broad, descriptive terms".
• Broad national support and high-level political backing are essential for ownership. In the seven countries reviewed, NDC approval was granted by the Prime Minister or the Cabinet, which "signalling the highest possible level of political backing".
• Institutional leadership for NDCs is typically housed in environment ministries, which may limit their influence over finance and planning ministries. To counter this, India shares policy implementation with other government parts involved in NDC programmes, and Kenya established a Climate Change Directorate via the 2016 Climate Change Act.
• Inter-agency coordination is a significant challenge. Approaches to solve this include 'policy-focused' mechanisms, such as national climate change councils in Pakistan and Peru, and 'implementation-focused' mechanisms, such as Ethiopia's use of major public investment programmes to bring together different sectors.
• Integrating NDCs with local development needs, such as poverty reduction and vulnerable group support, enhances implementation. For example, in Uganda, evidence showed that the "costs of inaction would be approximately twenty times greater than the cost of early action", helping to integrate climate change into the Second National Development Plan.
• NDC financing remains a critical gap, with a heavy reliance on domestic resources for unconditional commitments. The report suggests that NDC spending should be part of national budget planning, monitored through systems like Climate Public Expenditure and Institutional Review (CPEIR), and subject to legislative oversight.
