Critical Climate Change concerns for the Road Sector in Colombia

This report identifies key climate-related impacts and issues facing Colombia's road sector, emphasizing the vulnerability of transportation infrastructure to floods and landslides and the need to integrate climate risks into future investments and institutional coordination.

• Floods and landslides are the primary weather-related hazards to Colombia's transportation system due to the country's mountainous topography, high annual rainfall, and frequent volcanic and seismic activity. Climate change is expected to increase the frequency and intensity of these events, worsening existing vulnerabilities.
• The Andean Region is of particular importance because it is environmentally, socially, and economically significant, and its critical roadways serve growing and highly concentrated populations that are at risk from increased floods and landslides.
• While rainfall-driven impacts are the majority, climate change may also lead to storm surge increases, sea level rises, and more frequent thermal extremes, all of which can disrupt transportation services and damage infrastructure.
• Climate change interacts with other drivers such as reduced ecosystem services and changes in land cover or land use, including increases in paved areas and deforestation, to increase the intensity and frequency of landslides and floods.
• Integrating climate risks into new investments is necessary across all regions because climate change alters risks everywhere, infrastructure has long service lifetimes, and road development often creates new vulnerabilities by stimulating population and economic growth.
• Addressing climate change will create technical and institutional challenges for Colombian environmental and transport agencies. This will require new coordination mechanisms, additional institutional capacity, and new tools and data, which raises concerns regarding budgets and resources.
