Bottom-up climate legislation in Cameroon

This report describes a stakeholder consultation process conducted by the Cameroon Climate Change Working Group under the African Climate Legislation Initiative (ACLI) to develop a 'bottom-up' approach to climate legislation in Cameroon. The process aimed to identify priority areas for regulatory intervention and address the concerns of climate-vulnerable groups to avoid purely 'top-down' legislation.

• Stakeholders in Cameroon generally agreed that the negative impacts of climate change are becoming more tangible, identifying land use and farming as the most critical sectors for climate-related regulatory interventions. Other priority areas include the mainstreaming of climate change responses across national policies and increased stakeholder participation.
• The primary obstacles to the success of legislative initiatives on climate change in Cameroon are identified as corruption, abuse of power, limited public participation, and the resulting weak implementation of laws.
• Following consultations, the Legal Response Initiative provided a legal opinion on changing rainfall patterns, suggesting a revision of Article 101 of Decree No. 2005/118 regarding the Ministry of Agriculture and Rural Development to improve how the national meteorological service provides rainfall forecasts to farmers and landholders.
