Outlook : Pakistan Special Edition

Pakistan is highly vulnerable to climate change, particularly through erratic monsoons and glacier melt affecting the Indus River system, despite being a low emitter of greenhouse gases. Recent events include devastating floods in 2010 that displaced 20 million people and more recent flash floods in northern regions like Chitral. In response, Pakistan has established the Ministry of Climate Change and adopted a National Climate Change Policy in 2012. CDKN is collaborating with various sectors to promote proactive disaster planning, low-carbon development in manufacturing hubs like Sialkot, and micro-insurance for flood-affected populations.

• Pakistan is characterized by a high level of vulnerability to climate change despite contributing very little to global greenhouse gas emissions. This vulnerability is linked to a heavy reliance on the Indus River system, which is impacted by erratic monsoons and accelerating glacier melt.
