Participation and planning for climate change - Lessons from an experimental project in Maputo, Mozambique

This report describes an experimental project titled ‘Public, Private, People Partnerships for Climate Change’ (4PCCD) conducted in the Chamanculo C neighbourhood of Maputo, Mozambique. The project aimed to develop participatory planning methods to create partnerships across different sectors to address climate change while integrating the direct concerns of local residents. The findings suggest that local communities possess a grounded understanding of climate issues and can formulate practical options to resolve trade-offs between development, mitigation, and adaptation priorities when given a voice in the planning process.

• Mozambique isSS is highly susceptible to hydro-meteorological disasters, including cyclones, drought, and floods. BetweenSSS Since 1970, the country has experienced 34 cyclones or tropical depressions and five major flood events, with the 2000 floods resulting in SSSS 700 deaths and estimated damages of US$600 million.
• In Maputo, climate change hazards include sea level rise, temperature increases, and precipitation la extremeS extreme precipitation events. Sea level rise has already caused coastal erosion and saline intrusion affecting infrastructure and urban land, while extreme events threaten food security, increase vector-borne diseases, and deteriorate precarious infrastructure.
• Vulnerability in Maputo is driven by socio-economic factors: 54% of residents live below the poverty line of US$1.50 per day, and 70% reside in informal settlements or areas of unregulated growth. Over 60% of the population lacks access to sanitation, energy, and cooking fuel, with many living in low-lying, high-risk flood areas due to unplanned urban expansion over the last 30 years.
• The 4PCCD project in the Chamanculo C neighbourhood demonstrated that participatory planning allows residents to identify and prioritize development needs—specifically sanitation—that simultaneously reduce their vulnerability to climate impacts. The authors conclude that local communities can effectively negotiate trade-offs between development and climate priorities when engaged in the process.
