Participation and planning for climate change - Lessons from an experimental project in Maputo, Mozambique

The 4PCCD project in Maputo's Chamanculo C neighbourhood demonstrated that participatory planning allows local residents to integrate climate change concerns into immediate development priorities, such as sanitation, which simultaneously reduces their vulnerability to climate-related impacts.

• Maputo faces significant climate risks including temperature increases, sea level rise, and extreme precipitation events. Sea level rise has already caused saline intrusion affecting urban land and infrastructure, while further rises threaten to increase flooding in low-lying areas.
• High vulnerability in Maputo is driven by poverty and unplanned urban growth. Approximately 54% of residents live below the poverty line of US$1.50 per day, and 70% reside in informal settlements lacking basic infrastructure like drainage, water, and sanitation.
• The 4PCCD project found that participatory approaches enabled residents of Chamanculo C to identify sanitation as a primary development priority that also serves to reduce their vulnerability to climate-related impacts.
• The project concludes that local communities possess a grounded understanding of climate and can resolve trade-offs between development, mitigation, and adaptation priorities by formulating practical options, provided they are given a voice in the planning process.
