This report details the outcomes of the First Learning Workshop for Phase II of the CDKN-ICLEI sub-national learning programme, held in Quito, Ecuador, from 27 to 31 July 2015. The workshop aimed to transition sub-national climate compatible development (CCD) from planning to implementation by facilitating peer-to-peer exchange among 51 participants representing 16 projects across Asia, Latin America, and the Caribbean. Key activities included regional meetings to identify enabling factors for CCD, site visits in Quito, and the identification of knowledge gaps to inform the development of project-specific 'Inside Stories'.

The Climate Risk Assessment Guide – Central Asia is a practical manual designed to assess the impacts of climate-related events on lives and livelihoods in Central Asia. It provides a structured methodology to downscale climate risk understanding to sub-national and community levels, bridging the gap between long-term climate change modeling and immediate disaster risk assessment. The guide emphasizes a combination of impact-based assessments (using monetary damage and livelihood capital scoring) and perception-based surveys to inform sustainable risk management and policy development.

This policy brief describes the development of the Orissa Climate Change Action Plan (CCAP), the first comprehensive state-level climate plan in India. It details the rapid six-month process used to create the blueprint, the tools employed—specifically Strategic Environmental Assessment (SEA)—and the lessons learned regarding political leadership, stakeholder engagement, and the management of information gaps in climate planning.
