Profiles of Adaptation: Uruguay

Uruguay utilizes a coordinated institutional framework (SNRCC) and a sectoral approach to climate adaptation, focusing on vulnerable populations and coastal zones. The country is implementing sectoral National Adaptation Plans (NAPs) for agriculture, infrastructure, and coastal areas, while developing new tools for GIS mapping of over 481 projects and monitoring systems to evaluate progress.

• Uruguay manages its climate response through the National Climate Change Response System (SNRCC), established in 2009. The SNRCC coordinates institutions, manages working groups on adaptation and mitigation, and is mandated by the National Policy for Climate Change (PNCC) to develop and update Nationally Determined Contribution (NDC) plans.
• The government employs a sectoral and regional approach to adaptation planning via "sectoral NAPs" (National Adaptation Plans). Sectoral NAPs have already been developed for agriculture, cities and infrastructure, and coastal areas, with additional plans currently in development for the energy and public health sectors.
• Uruguay is addressing high vulnerability in coastal zones, where 70% of the population resides. This includes a project funded by the Adaptation Fund focused on disaster risk reduction, early warning systems, and resilient infrastructure in vulnerable coastal cities and ecosystems of the Uruguay River watershed.
• To improve tracking and data management, Uruguay is developing a geographic information system (GIS) mapping tool to track over 481 climate adaptation projects, many of which are locally led. Additionally, the SNRCC is creating an information and monitoring system to evaluate progress based on indicators such as political support and gender sensitivity.
