Elements for the First Global Stocktake Outcome

This expert note provides suggestions for the first Global Stocktake (GST) at COP28 to drive transformational action to limit temperature rise to 1.5 degrees C.

• The Global Stocktake at COP28 is intended to function as a "global accelerator" to guide governments, businesses, cities, and advocates in reducing global emissions, increasing resilience, and boosting climate finance.
• The response to the Global Stocktake should provide a clear signal that countries will submit enhanced Nationally Determined Contributions (NDCs) featuring ambitious climate targets for 2030 and 2035 before COP30, supported by necessary finance for development and implementation.
• The document identifies several high-impact areas for accelerated action: shifting away from fossil fuels toward renewables; transforming land-use, forestry, agriculture, and food systems; transitioning to fossil fuel-free transport; increasing funds for loss and damage and adaptation with simplified local access; and aligning all global financial flows to support climate-resilient development and net-zero emissions.
