Profiles of Adaptation: Japan
Summary
This fact sheet describes Japan's domestic and international efforts to enhance climate resilience, centered on the 2018 Climate Change Adaptation Act and the revised Climate Change Adaptation Plan approved in October 2021. It details Japan's use of Key Performance Indicators (KPIs) for monitoring, the role of local adaptation centers, and the country's leadership in global adaptation finance and technical assistance through platforms like AP-PLAT and agencies like JICA.
Key insights
- The Climate Change Adaptation Act of 2018 established the legal basis for Japan's adaptation measures and required a Climate Change Adaptation Plan to be updated every five years. The revised plan, approved in October 2021, utilizes a 'Plan, Do, Check, Act (PDCA)' approach and includes 66 Key Performance Indicators (KPIs) to monitor sectoral and fundamental measures.
- Japan implements localized adaptation through municipal and prefectural climate change adaptation centers, which provide climate information to residents and businesses. As of April 2022, such centers were active in 38 of Japan's 47 prefectures.
- The Ministry of Economy, Trade, and Industry (METI) has identified seven priority areas for Japanese companies to contribute to international adaptation businesses: resilient infrastructure, sustainable energy supply, food security and agricultural production, health and sanitation, climate monitoring and early warning, secure resources and sustainable water supply, and climate change finance.
- Japan provides global technical and financial assistance, including a commitment to double its adaptation finance to approximately $14.8 billion from public and private sources between 2021 and 2025. This includes a $6 million contribution to the adaptation fund in March 2022.
- Japan utilizes digital platforms to disseminate climate risk information. Domestically, the Adaptation Information Platform (A-PLAT) supports local governments in formulating adaptation plans. Regionally, the Asia-Pacific Climate Change Adaptation Information Platform (AP-PLAT), revamped in 2021, provides scientific knowledge, risk information infrastructure tools, and capacity-building for the Asia-Pacific region.
