CLIMATE FINANCE IN THE PACIFIC: AN OVERVIEW OF FLOWS TO THE REGION

Between 2010 and 2014, Timor Leste received US$102.5 million in grant-equivalent finance specifically targeting climate change, with a strong emphasis on adaptation and water-related infrastructure. Japan, Australia, and the Least Developed Countries Fund were the primary contributors, focusing on irrigation, water and sanitation, and environmental policy respectively.

• From 2010 to 2014, Timor Leste was allocated US$102.5 million in grant or grant-equivalent finance for primary climate change objectives, while an additional US$128.5 million in Official Development Assistance (ODA) for other objectives was reported as having climate change co-benefits.
• Of the finance specifically targeting climate change, adaptation received the largest share at 68.3% (US$70.1 million), followed by mitigation at 29.8% (US$30.6 million), and 1.8% (US$1.2 million) targeting both.
• The primary sources of climate finance were Japan, Australia, and the Least Developed Countries Fund, with funding concentrated in irrigation, water and sanitation, and environmental policy.
