CLIMATE FINANCE IN THE PACIFIC: AN OVERVIEW OF FLOWS TO THE REGION

From 2010 to 2014, Timor Leste received US$102.5 million in primary climate finance and US$128.5 million in ODA with climate co-benefits. Adaptation received the bulk of primary funding (68.3%), with Japan, Australia, and the Least Developed Countries Fund serving as the largest contributors.

• Between 2010 and 2014, Timor Leste received US$102.5 million in grant or grant-equivalent finance specifically for climate change objectives. Additionally, US$128.5 million in Official Development Assistance (ODA) for other objectives was reported as having climate change as a "significant" policy objective, providing co-benefits.
• Of the US$102.5 million in finance specifically targeting climate change, the majority (68.3% or US$70.1 million) was allocated to adaptation, while 29.8% (US$30.6 million) supported mitigation, and 1.8% (US$1.2 million) targeted both.
• The primary sources of climate finance for Timor Leste were Japan, Australia, and the Least Developed Countries Fund. These sources focused on specific sectors: Japan primarily financed irrigation projects, Australia supported water and sanitation, and the Least Developed Countries Fund focused on environmental policy.
