This fact sheet describes the Planning, Monitoring, Evaluation and Communication (PMEC) system, a custom web-based tool developed by the Stockholm Environment Institute (SEI) in 2010 to measure the quality and impact of its work at the intersection of science, policy, and practice.

• The PMEC system is based on the International Development Research Centre’s Outcome Mapping methodology, adapted to integrate with SEI's budget management and communication systems. It requires all SEI projects to be tracked and focuses on 'boundary partners'—individuals or organizations that SEI can influence—rather than just project activities and outputs.
• The PMEC structure supports a full project lifecycle: planning (via the Intentional Design section), monitoring (using periodic 'journals' and progress markers), and evaluation. All projects must undergo an internal final evaluation, while larger projects with budgets exceeding 200,000 SEK must also conduct an outcome evaluation of specific indicators identified at the start.
• PMEC facilitates 'adaptive project management' by allowing teams to track outcomes and adjust activities if desired progress is not observed. It also supports organizational learning by requiring projects to describe their contributions to six SEI-wide key performance areas and four institutional themes, including Reducing Climate Risk and Managing Environmental Systems.
• The system provides data for various reporting levels, including project pages on the SEI website, internal progress reports, annual SEI Board Reports, and reports for external funders such as the Swedish International Development Cooperation Agency (Sida).
