Sustainable Development Goal interactions through a climate lens: a global analysis

The analysis finds that interactions between key SDG targets are generally synergetic at a global level under a 1.5°C warming limit, with climate finance and policy mainstreaming acting as primary accelerators for other goals.

• At the global level, interactions between selected SDG targets are predominantly positive when pursuing a 1.5°C temperature limit, with 261 synergetic interactions and 48 potential trade-offs identified.
• Mobilizing climate finance and Official Development Assistance (ODA) (Target 17.3) is the most influential target for promoting progress across all other goals, though it is the least influenced by progress in other targets.
• Mainstreaming climate change into national policies, strategies, and budgets (Target 13.2) is the second most influential target for outward synergy, though it may slightly restrict economic growth (8.1) and urbanization/industrialization (9.2) due to emissions reduction goals.
• Targets related to resilience and vulnerability (1.5 and 11.5), poverty and inequality (1.2 and 10.1), and empowerment and inclusion (10.2) benefit most from progress in other SDG targets.
• Reducing vulnerability and poverty is highly dependent on improving access to basic services, specifically healthcare (3.8) and energy (7.1).
• The target for water-related ecosystems (6.6 and 14.2) was found to have the lowest capacity to positively influence other targets.
• The study concludes that the 2030 Agenda and the Paris Agreement are broadly synergetic, suggesting that climate-resilient development pathways can achieve most SDGs while limiting warming to 1.5°C.
