The Inclusive Climate Finance for Vulnerable Communities in the Asia-Pacific (ICCAP) project, funded by the International Climate Initiative (IKI) and implemented from 2024 to 2029, aims to increase climate adaptation finance for vulnerable and marginalised groups in six high-risk Asia-Pacific countries. The project focuses on creating an enabling policy environment, developing the capacity of financial service providers (FSPs), and establishing a regional investment facility to catalyse private capital for climate-resilient solutions.

• The ICCAP project aims to catalyse 250 million EUR of public and private finance for climate adaptation and provide direct benefits to 14,000 people across six countries, with a focus on women, Indigenous Peoples, and the rural poor.
• The project implements several key interventions to improve climate finance access, including providing technical assistance to at least 14 financial service providers (FSPs) across six countries to design and scale inclusive green credit products, and piloting six Multi-stakeholder Action Labs (MALs) to co-create bankable adaptation solutions.
• A central component of the project is the establishment of the Regional Adaptation Investment Facility (RAIF), a regional finance platform designed to channel public and private capital for climate adaptation through FSPs using instruments such as green bonds, hedging, and blended finance.
• ICCAP focuses on systemic inclusion by identifying policy gaps and producing gender-responsive policy recommendations to ensure climate finance systems are locally grounded and responsive to the needs of marginalised groups, including persons with disabilities and ethnic minorities.
