Portfolio screening: support mainstreaming adaptation to climate change in development assistance

This research paper assesses the portfolio screening activities of at least six development agencies aimed at mainstreaming climate change adaptation into development planning. It examines the methods used to identify existing climate risk considerations in projects and opportunities for future integration, while providing guidance for more systematic assessment.

• At least six development agencies have conducted project portfolio screenings with the dual objectives of determining how existing projects address climate risks and vulnerability, and identifying ways to explicitly include climate change in future projects.
• While development agencies generally view climate change as a real but uncertain threat to future development, they have spent less time considering how various development patterns might influence vulnerability to climate change.
• Portfolio screenings have demonstrated the necessity of a comprehensive approach to integrating adaptation into sectoral decision-making and development planning, leading to several policy initiatives to support this integration.
