Cross-border climate impacts: implications for the European Union

This research paper examines the pathways through which the European Union is exposed to climate change impacts occurring outside its borders, noting that many EU countries exceed global averages in exposure across several key risk indicators.

• The European Union's connectivity through the flow of resources, goods, capital, and people increases its vulnerability to climate change impacts originating outside its borders, as well as impacts occurring within and between member states.
• Analysis of indicator data reveals that numerous EU countries exhibit higher exposure to climate-related risks than the global average, specifically regarding globalization, trade openness, openness to asylum, and transboundary water dependency.
• Adapting to cross-border climate impacts requires addressing challenges such as the use of external action and cohesion mechanisms to build resilience, monitoring member states for internal cross-border risks, and improving the application of supply chain modelling and economic data analysis in research.
