Rwanda Akagera Basin Water-Energy-Food Nexus

This report details research conducted by the Stockholm Environment Institute (SEI) as part of a project led by the Albertine Rift Conservation Society (ARCOS). The study examines how a water-energy-food security nexus approach can support climate-resilient decision-making and actions within three landscapes in the Akagera Basin of Rwanda.

• Rwanda's development goals, including Vision 2020 and Economic Development and Poverty Reduction Strategies, aim to intensify agriculture and increase national energy output and access to modern energy services. However, these goals, combined with urbanisation and population growth, increase pressure on limited biomass and water resources.
• Competition for water resources among hydropower, irrigation, water supply for industries, and major towns has the potential to cause serious conflict. Simultaneously, the scarcity of woody biomass is being driven by an increasing demand for agricultural land, construction materials, and charcoal.
• To address these challenges and ensure sustainable development, Rwanda established the Green Growth and Climate Resilience Strategy (GGCRS) in 2011 to guide policy, investments, and natural resource management decisions, and to support community livelihoods and climate resilience through demonstration initiatives.
