Pacific climate finance

The paper examines climate finance for 15 Pacific Island states from 2010 to 2014, finding that 748 million USD was committed, primarily as grants and project-based support. Adaptation received the largest share of funding (59%), with bilateral channels providing 72% of the total. While the Global Environment Facility was the dominant multilateral source through 2014, the Green Climate Fund and Pilot Program for Climate Resilience have provided significant allocations since 2015.

• Between 2010 and 2014, 748 million USD in climate-targeted finance was committed to 15 Pacific Island countries, with the vast majority provided as grants. Of this total, 59% was allocated to adaptation, 36% to mitigation, and 5% to both.
• Bilateral channels provided approximately 72% of the funding. Among multilateral sources, the Global Environment Facility (including the GEF Trust Fund and the Least Developed Countries Fund) was the primary source until 2014, followed by increased allocations from the Green Climate Fund and the Pilot Program for Climate Resilience starting in 2015.
• Climate finance delivery is overwhelmingly project-based, accounting for 86% of funding, while direct budget support is uncommon. The largest portion of funding has been directed toward creating an "enabling environment".
