Nordic Perspectives on Transboundary Climate Risk

This report, funded by the Nordic Council of Ministers, examines transboundary climate risks—indirect, cross-border impacts of climate change—and provides guidance for Nordic governments and business leaders to enhance adaptation and resilience through regional and international cooperation.

• Transboundary climate risks are indirect, cascading, and cross-border impacts that can manifest through various channels, such as food price increases caused by droughts in other countries, supply chain disruptions (e.g., semiconductor factory damage affecting car production), or forced migration resulting from climate-aggravated unrest.
• Nordic countries are particularly exposed to these transboundary risks because they are more connected internationally and are less vulnerable to direct climate impacts compared to many other nations.
• Addressing transboundary climate risks requires deepening cooperation among the Nordic Council of Ministers, national governments, businesses, and other stakeholders both regionally and internationally to build resilience and support the Nordic Prime Ministers' vision for CO2 neutrality and climate adaptation in sectors including energy, food, construction, and transport.
