US STIMULUS STRATEGY

RMI proposes a green stimulus strategy for the United States focused on four pillars: a national building retrofit program, the electrification and diversification of mobility, debt forgiveness linked to emissions reductions, and the creation of a federal Economic Recovery Facility to finance clean projects.

• A national 'Build Back Better Buildings' program could improve 16 to 24 million residential units and 11 to 17 billion square feet of commercial space, potentially creating 1.9 to 2.8 million jobs and mitigating 0.3 to 0.5 billion metric tons of carbon emissions.
• To decarbonize transportation, the US should prioritize pedestrians, cyclists, and public transit over highway expansions, as public transportation investments produce 70 percent more job hours per dollar than highway spending.
• The US needs a massive expansion of electric vehicle (EV) infrastructure, including an estimated 5 million public charging stations, to support the market and eliminate diesel emissions from freight in disadvantaged communities.
• RMI proposes a debt forgiveness model where the federal government reduces principal and interest for entities that achieve verifiable emissions reductions relative to a 2019 baseline, effectively creating a carbon price without an immediate economic shock.
• A proposed federal Economic Recovery Facility, if capitalized at $5 billion, is estimated to leverage $32.5 billion in private investment, create 388,000 clean jobs, and reduce energy costs for nearly 800,000 homes and businesses over eight years.
