RÉALISATIONS PHARES DU PROJET AFRICAN ACTIVISTS FOR CLIMATE JUSTICE AU SÉNÉGAL

This report details the achievements of the African Activists for Climate Justice (AACJ) project in Senegal, implemented by a consortium including Natural Justice, PACJA, Oxfam, AYC, and RECODEF. Funded by the Dutch Ministry of Foreign Affairs, the project (May 2021 – December 2025) aims to democratize climate change debates, influence public policy, and promote inter- and intra-generational climate justice through community participation and legal empowerment.

• The AACJ consortium established six influential and autonomous networks in Senegal to promote climate justice, including the Réseau des Acteurs Sénégalais sur le Climat (RESAC), the Réseau des Jeunes Engagés pour la Préservation de l’Environnement et du Climat (JEPEC), and the Réseau National des Elus Locaux pour la Justice Climatique (RENEL-JC).
• The project focused on creating community-led narratives to counter Northern-dominated ecological transition discourses, producing 18 community stories via podcasts, videos, and comic books. Oxfam specifically trained 11 youth- and women-led organizations in narrative work and produced a booklet of climate change stories told by vulnerable communities.
• Legal empowerment efforts led to communities adopting legal channels for environmental defense, resulting in at least five legal disputes. The project also influenced the draft biodiversity law to include legal recognition of APACs and initiated a revision of the environmental code.
• The project facilitated community participation in the development of several national policies, including the Green Budget, the National Adaptation Plan (PNA), the Nationally Determined Contribution (CDN), and the National Strategy for Gender Equality and Equity (SNEEG), involving a total of 8,304 beneficiaries in lobbying and advocacy.
• In Bambey, the project supported local leadership in scaling up adaptation practices, which included the co-construction of a community adaptation fund and the pursuit of a local convention for the management of community forests.
• The project implemented specific gender-focused initiatives, including the creation of a national network of 50 women's organizations trained in climate justice and advocacy, and the establishment of a network of female climate gender negotiators as members of the Women Gender Constituency.
